Consider layering up
In winter, layers are helpful for protecting the body from snow, wind, and rain. If it is extremely cold, wear a thin layering made of synthetic fabrics- direct to the skin, to keep sweat away from your skin. Add another layer like polar fleece, then another outer one, such as, nylon to keep off from rain, wind, or snow.
Go DRY and warm
I started by advising on putting on layers to keep heat from leaving the body or letting in cold from the environment. But I wish to emphasize on ensuring the layers are dry. Wearing wet clothes will mainly increase heat evaporation from the body through conduction by water. It can risk hypothermia and freezing, which may force you to postpone your workout.
Brighter colors are better
The colder weather in winter can get loaded with fog, darker skies, and snow; factors contributing to poor visibility. It may make it hard for others using the outdoor space not see you clearly. For example, if you are running on the trail where other users like snow skaters and motorists. You may require reflective clothing or flashlight to make yourself visible.
