In my opinion, you might be experiencing stagnant or delayed weight loss due to;

Over-exercising

Some people might not notice a significant reduction in their weight due to overstraining and overexerting the body. Over-exercising can trigger inflammation, leading to weight gain when it builds up over time. With time, the body gets used to overexertion and responds by burning fewer calories, inhibiting the weight loss process.

Certain Medications

Taking medications for conditions like sleep apnea and heart problems such as PCOS or hypothyroidism can impact the weight reduction progress.

You are probably doing the wrong exercises

Not all exercises contribute to mid-section fat loss; to effectively lose this fat, I recommend you engage in HIIT, strength training, and more workouts that tackle the fats in the mid-section area. 

Other factors include poor foods choices, binge drinking, high-stress levels, and high-calorie intake.
